The Uinta County Commissioners met in regular session on January 5, 2021 in the commission chambers, 225 9th Street, Evanston.  Chairman Eric South convened meeting at 2:00 p.m. Commissioner Mark Anderson and Commissioner Brent Hatch were present.  Also present: Amanda Hutchinson, County Clerk; and Loretta Howieson, Attorney.

Agenda

Motion Anderson, second Hatch to approve the agenda amended to include Kim Proffit with an MOU, Kent Williams with an MOU, and Amanda Hutchinson with a hangar lease.  3 yes votes, passed.

Chairman Designation

Motion Anderson, second Hatch to nominate Eric South as Chairman of the Board of Commissioners for a two-year term and as the County Representative to the Wyoming County Commissioners Association.  3 yes votes, passed.

COVID-19 Relief Grant MOU

First Regular Meeting

January 5, 2021

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of January was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded.

Mayor Williams led those in attendance in the pledge of allegiance to the Flag.

City Clerk, Diane Harris administered the Oath of Office to newly elected Councilmembers, Tim Lynch, Mike Sellers, and Evan Perkes.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers and Mikal Welling.

Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Engineering and Planning, Dean Barker;   Public Works Director, Gordon Robinson; City Treasurer, Trudy Lym; City Clerk,  Diane Harris; Community  Development Director, Rocco O’Neill, Police Chief, Jon Kirby; and Director of Parks and Recreation, Scott Ehlers.  A group of interested citizens were also present.

Resolution 20-98

Council member D. Welling introduced Resolution 20-98. Councilmember D. Welling moved, Council member M. Welling seconded, to adopt Resolution 20-98.

RESOLUTION AUTHORIZING THE CITY OF EVANSTON, WYOMING TO ENTER INTO A SCADA SERVICE AGREEMENT RENEWAL 2021 WITH WETCO, INC. TO PROVIDE MAINTENANCE SERVICES FOR THE SCADA SYSTEM IN THE WASTEWATER TREATMENT PLANT AND WATER TREATMENT PLANT.

The motion passed unanimously with 7 yes votes:   Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling.

NOTICE TO PROFESSIONAL CONSULTANTS

The City of Evanston is seeking proposals from Architects and Engineers (A/E) interested in providing design-bid-build professional services for the construction of a 60,000 square foot industrial building located on part of lot 1 of block 1 of the Evanston Union Center 2nd addition plat.  The 60,000 square foot building will be constructed for the use of office space, material storage, manufacturing and shipping.  Work will include professional design, permitting, public bid package, construction management (with weekly observation reports) and project close out.
