INVITATION TO BID (CM20304)

Notice is hereby given that the Board of Uinta County Commissioners are requesting bids for the Uinta County Dust Suppression Project.  The successful contractor will be required to furnish all supervision, technical, personnel, labor, materials, machinery, tools, equipment, and services, including utility and transportation services to perform and complete all services and materials as defined in the bid documents.

Bid Documents are available from the Uinta County Clerk’s Office within the Uinta County Complex, 225 9th St. Evanston, Wyoming 82930

Sealed bids will be received at the Uinta County Clerk’s Office 225 9th St. Evanston, Wyoming until 11:00 a.m. local time, May 12, 2021.  Bids should be marked on the outside “Uinta County Dust Suppression Project CM20304” with the name and address of the bidder.  Primary contact for this project is Saralee Gross, Uinta County Road & Bridge Office Administrator (307) 782-3254.

Public opening of the bids will be on Wednesday, May 12, 2021 at 11:30 a.m. in the Uinta County Clerk’s Office, 225 9th St. Evanston, Wyoming.  Bidders are welcome to attend.

This project is partially funded using Federal Grant Funds.  Therefore, all Federal Requirements associated with the use of these funds must be followed.  To be sure that all federal requirements are met for this project all bidders must attend the pre-bid meeting April 29, 2021 at 11:00 a.m. Call (307) 782-3254 for the link to connect into this meeting.

All projects over $150,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond.  All projects over $7500.00 or less than $150,000.00 require a form of guarantee as approved by the county.

The Board of Uinta County Commissioners hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, creed, or national origin.

Uinta County reserves the right to accept or reject any items or all items, any part or all parts, any section or all sections, any bid or all bids as stated in the specifications to waive any irregularities or informalities, or to re-bid or re-advertise for bids if it is determined to be necessary or desirable and reserve the right to let the bid in any manner it sees fit.

Uinta County will not be bound to accept the low bid, but rather the bid that is in the best interest of Uinta County.

CALL FOR BIDS

Notice of Call for Bids is hereby given by Uinta County for a general contract to perform site operations and maintenance at the Evanston #2 Landfill. The landfill is located at 3132 County Road 108 north of Evanston, Wyoming.  The time period for this contract is July 1, 2021 through June 30, 2025. All work shall be in conformance with the permit issued to Uinta County by the State of Wyoming Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ/SHWD), for the operation of this facility.

A Bidders meeting followed by a tour of the Project will be convened at 9:00 a.m. on April 29, 2021 at Uinta County Complex, Commissioners Conference Room, 225 9th Street Evanston, Wyoming. Notice is hereby given that attendance at the Bidders meeting is MANDATORY for all prospective bidders. Uinta County will reject bids submitted from any bidder who failed to attend the Bidders meeting. 

The purpose of the meeting is to familiarize all bidders with the various aspects of the Work and to allow prospective bidders to ask questions concerning the Work. The bidders meeting, however, does not relieve bidders from the responsibility of familiarizing and informing themselves of the extent and character of the Work as required by the Contract Documents. Questions may be directed to the Solid Waste Coordinator outside the bid tour; however, they must be in writing. The Solid Waste Coordinator shall respond in writing, sharing the request and response with all plan holders of record. No questions received after May 10, 2021 shall be answered.

 All bids shall be opened and the total of each bid read on May 13, 2021 at 10:00 a.m. at Uinta County Complex Commissioners Meeting Room, 225 9th Street, Evanston, Wyoming. The contract, if awarded, shall be awarded to the bidder who, in the opinion of Uinta County Commission, is the lowest and most responsive bidder.

Uinta County reserves the right to reject any and all bids or waive any informality in same.  Nothing in this document guarantees award of a contract once the bids are opened.  No bidder will be allowed to withdraw his/her bid for a period of forty-five (45) days or until the successful bidder has entered into a contract with Uinta County, whichever occurs first. Opened bids shall be available for public review after the contract has been finalized.

Uinta County further notifies all prospective bidders or proposers that this bid is being let in accordance with: Wyoming Statutes § 16-6-101 through 16-6-103, 16-6-111, and 16-6-201 through 16-6-206 which provides for preferences for resident Contractors and laborers; and Wyoming Statutes § 35-11-1209 which provides that Uinta County shall not issue a contract unless the bidder meets certain eligibility requirements.

FORECLOSURE SALE NOTICE

WHEREAS, default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated December 13, 2013, executed and delivered by Stacy A. Limb (“Mortgagor”) to Green Tree Servicing LLC, and a real estate Mortgage (the “Mortgage”) of the same date securing the Note, which Mortgage was executed and delivered by said Mortgagor, to Mortgage Electronic Registration Systems, Inc., as Mortgagee, as nominee for Green Tree Servicing LLC, its successors and assigns as Mortgagee, and which Mortgage was recorded on December 26, 2013, at Reception No. R165218, in Book 1006, at Page 26 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Uinta County, State of Wyoming; and

WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and

WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of April 5, 2021 being the total sum of $76,877.91, plus interest, costs expended, late charges, and attorneys’ fees accruing thereafter through the date of sale;
