The Uinta County Commissioners met in regular session on April 7, 2020 in the commission chambers, 225 9th Street, Evanston, Wyoming and via an online Zoom Meeting.  Chairman Eric South convened meeting at 2:00 p.m. Commissioner Craig Welling and Commissioner Mark Anderson were present. Also present: Amanda Hutchinson, County Clerk and Doug Matthews, Sheriff.

Agenda

Motion Anderson, second Welling to approve the agenda amended to include Amanda Hutchinson with an additional item.  3 yes votes, passed.

County Property Tax Exemptions

Motion Anderson, second Welling to authorize Chairman South to sign request for tax exemptions on properties owned by the county.  3 yes votes, passed.

Delegation of Authority

Motion Welling, second Anderson to approve the Delegation of Authority, which was previously authorized in an emergency meeting and is only temporary until acted upon in a regular meeting, for the COVID-19 Incident Command Team to be designated as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

August Bike Race

PUBLIC NOTICE

The Haystack Coal Company LLC of Englewood, Colorado has applied for a coal mining permit transfer from the Land Quality Division of the Department of Environmental Quality of the State of Wyoming.  Mining Permit No. 786-T2 will be transferred to the Westmoreland Haystack Mining LLC of Englewood, Colorado.  The mining permit is located in:  Section 31, Township 17N, Range 117W, Uinta County, Wyoming.  The area is approximately 24 miles northeast of Evanston, Wyoming, approximately 2 miles west of Highway 189.  This area may be found on the Evanston USGS quadrangle map. The operation began on October of 2011 and is estimated to continue until   2034.  Information regarding the proposed permit transfer may be reviewed in the office of the Land Quality Division of the Department of Environmental Quality in Cheyenne and Lander, Wyoming or the Uinta County Clerk’s Office in Evanston, Wyoming.  Written objections to the proposed mining permit transfer must be received by the Administrator, Land Quality Division of the Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY  82002, before the close of business May 20, 2020.  The nature of any objection must relate to the ability of the new permit holder (transferee) to meet the obligations of the permit.  The Director may hold an informal conference if requested, hear the complaint and take action on the application in accordance with the Department’s Rules of Practice and Procedure.  The complainants shall have a right of appeal to the Environmental Quality Council where the complaint will be heard a second time.  A conference shall be held if the Director determines that the nature of the complaint or the position of the complainants indicates that an attempt to informally resolve the disputes is preferable to a contested case proceeding.  An informal conference or a public hearing shall be held within twenty (20) days after the final date for filing objections unless a different period is stipulated to by the parties.  The Council or Director shall publish notice of the time, date and location of the hearing or conference in a newspaper of general circulation in the locality of the proposed operation once a week for two (2) consecutive weeks immediately prior to the hearing or conference.  The hearing would be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. §16-3-101 through §16-3-115), and the right of judicial review shall be afforded as provided in that Act. The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan map as required in W.S. §35-11-406(j).

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of project, will be received by CITY OF EVANSTON-UINTA COUNTY AIRPORT JOINT POWERS BOARD, at the office of the UINTA COUNTY, at the ADMINISTRATION OFFICES located at 225 9th Street, Evanston, WY 82930 until 4:00 PM local time on MAY 11TH, 2020. The bids will be publicly opened and read aloud in the presence of Bidders at 4:30 PM, on MAY 11TH, 2020 at the ADMINISTRATION OFFICES.

The project is divided into 2 bid schedules. Bid Schedule I includes: Rehabilitation of the western third of the existing GA Apron, including replacement of tie downs, some earthwork grading to the west of the apron, redressing impacted drainage swales, and some minor fence repair. Schedule II will consist of removal of the existing lift gate, man gate, and keypad access. These aging appurtenances will be replaced and reconfigured to aid in better traffic flow in and out of the hangar access area. This schedule will also include some concrete curb demolition and reconfiguration.

No bids will be received after the specified hour and date, and may not be withdrawn after the time fixed for opening them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified.

Bids will be received for a single prime Contract.  Bids shall be on a unit price basis, as indicated in the Bid Form. The bidder must supply all information required by the bid or proposal forms and specifications.

Each bid must be accompanied either by a certified check, payable to CITY OF EVANSTON-UINTA COUNTY AIRPORT JOINT POWERS BOARD in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company. The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.

Bidders may obtain copies of the Bidding Documents, consisting of a Project Manual, from the T-O Engineers Contract Bidding Plan Room as described below.

Printed copies of the Bidding Documents are available upon request at TO-Engineers.com via the Contract Bidding tab. Non-refundable shipping charges apply. Blueprint Specialties in Boise, Idaho will transmit the Bidding Documents. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by Blueprint Specialties will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. The Bidder is advised that construction site aviation safety is of paramount importance.  There is a Construction Safety Phasing Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict accordance with this plan.  There are penalty provisions outlined in the Construction Safety Phasing Plan for noncompliance by the Contractor’s personnel.  All costs associated with the Contractor’s compliance with this operational plan will be considered incidental to and included in the prices bid for the actual work items of the bid schedule.

EVANSTON-UINTA COUNTY AIRPORT, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
