The Uinta County Commissioners met in regular session on February 19, 2019 in the commission chambers, 225 9th Street, Evanston, Wyoming.  Chairman Eric South convened meeting at 2:00 p.m.  Also present were Commissioner Craig Welling, Commissioner Mark Anderson and Amanda Hutchinson, County Clerk.

Motion Anderson, second Welling to approve the agenda amended to include Ruth Jesse with an NGL service contract.  3 yes votes, passed.

Bridger Valley Heritage Museum Board

There were no applications received prior to the meeting for appointments to the Bridger Valley Heritage Museum Board to fill an expired term.

Motion Welling, second Anderson to approve Resolution 19-02 authorizing Budget Amendment No 2 as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

NOTICE OF INTENT TO DISTRIBUTE TRUST PROPERTY

The undersigned, as Successor Trustees of the Richard W. Salmela Family Trust dated July 30, 1993, as amended (the “Trust”), pursuant to Wyo. Stat. § 4-10-507(a)(iii), hereby give notice of the intent of the Successor Trustees to have the property of the settlor, Richard W. Salmela, distributed as permitted under the terms of the Trust.

INVITATION TO BID

Sealed Bids for the Uinta County Transfer Station – Bridger Valley  Project will be received by the Uinta County, Wyoming, through the Uinta County Clerk, 225 9th Street, Evanston, WY 82930, until 2:00 p.m. on March 19, 2019, at which time the Bids received will be publicly open and read. The Project is intended as a one bid process and encompasses all aspects of construction for the transfer station from excavation through construction and signage.   Construction is estimated to begin on April 22, 2019 with final completion by September 27, 2019.  All bids must be hand delivered or mailed using UPS or Fed Ex.  No bids will be accepted by U.S. Postal Service, facsimile or electronic mail.

Bids will be received for a single prime Contract.  Bids shall be on a unit price basis on the Bid Form included in the Bidding Documents.

The Issuing Office for all Bidding Documents is:  Trihydro Corporation, Jeff Young, phone:307.332.5280 or jyoung@trihydro.com . An electronic copy of Bidding Documents, including Project Manual, will be provided at no cost.  A paper copy is available upon request and receipt of a NON REFUNDABLE payment of two-hundred and twenty-five dollars ($225) per set.

The successful bidder shall provide a 100% Performance and Payment bond as security for the faithful performance and payment of all of Contractor’s obligations under the Contract.

Pursuant to Wyoming Statutes (W.S.) §16-1-101 et seq and §16-6-106, preference is hereby given to Wyoming resident contractors and materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by competitors outside the State.  Disadvantaged Business Enterprises are encouraged to bid.

A MANDATORY pre-bid conference will be held at 2:00 p.m. on March 7, 2019, in the Mountain View Library located at 322 2nd Street, Mountain View, Wyoming, 82939.  All prospective bidders who wish to submit a proposal must attend.  Any prospective bidder who arrives later than 2:00 p.m. with be disqualified.

Partial payment during project will be subject to retainage as provided by W.S. §16-6-702.  Bidder can designate an interest bearing account for retainage pending final approval and payment.  Final payment will not issue pending compliance with W.S. §16-6-116 and §16-6-117.

Uinta County reserves the right to reject any or all proposals or to waive informality and irregularities in proposals.
